The establishment of the Primary Health Care Network Services (PNS) is the initiative of PCDOM to emphasise teamwork and collaborative efforts from all stakeholders of the provision of health care services and to realize the concept of e-community, e-commerce and e-learning within an infrastructure environment providing e-public services. This is an important effort in complementing a health care system that is effective in promoting the health of the population.

PNS is a system that will introduce better resource management to clinics for improved efficiency and also to minimize duplicated effort among clinics through a "central service" that each clinic can share and access. This way the current islands of information among clinics can be bridged to provide more flexibility yet provide the security for patients to access their medical information when required. Public health information and education to the general public will be available to promote preventive health care and the self-care concept.

On the commercial aspect, this will bring about reduced administration cost for corporations who provide employee health care benefit by simplifying the management processes. Health care product/service providers (e.g. diagnostic laboratories, pharmaceutical companies, managed care organizations, insurance companies, hospitals, etc.) will be able to provide timely and easy-access information to doctors resulting in reduced transaction cost.

At the national and government level, micro-epidemiological data for policy decision making and intelligent management can be made available e.g. a practice can analyze morbidity, risk factors and lifestyle of its population, and compare the data with those of other practices and districts. Data for commissioning - the epidemiological data can be used to identify health needs and patterns of patient care, thereby strengthening the commissioning process will also be made available.

Activities

1) Setting up the PNS project web-site, PCDOMnet as a one-stop information centre and the intranet as a hub(s) for primary care activities.

2) Participating in the planning and development of IT frameworks as an integral part of the nationally accessible network of primary care doctors.

3) Developing structured continuing medical education (CME) programmes, a support and funding mechanisms to meet the need for an effective programme for quality improvement of basic skills and updates on advances in medicine using a web-enabled technology and distance learning methodology.

4) Participate in the training of general practitioners particularly in the use of Infocomm Technology to keep abreast of knowledge and new development in the practice of medicine.

5) Provide information and education to the public as part of the wellness programme and community service, using interactive and multimedia technology. Information will include the location of primary care doctors on geographical basis to encourage the public to locate the nearest doctor and accept the concept of having a family doctor close to home.

Health stakeholders participation

The project management would like to encourage all health stakeholders to be part of the community. We need to maintain a database of you so that your profiles are integrated with the clinic management and support system (CMSS) to enable doctors to communicate with ease, while supporting billing and clinic purchases.
